Description: 

Toronto and Region Conservation Authority (“TRCA”) is seeking the services of a consulting engineering firm to evaluate multiple hydraulic modeling platforms against a set of criteria established by TRCA. The consulting firm will then be tasked with recommending and selecting the most appropriate software for spill analysis. Once the software is selected, the retained consulting firm will be required to use the chosen modeling platform to develop a coupled one-dimensional/ two-dimensional (1D-2D) model for the spill region within Etobicoke Creek. This will include defining the extent of flooding, characterizing flood conditions, preparing floodplain maps in accordance with TRCA and MNRF standards, and incorporating climate change considerations as per FHIMP guidelines.

Floodplain mapping within TRCA's jurisdiction is typically performed using 1D modeling approaches, which have limited ability to accurately model flood plain spills impacting regions beyond the channel corridor. 2D modeling approaches offering advanced capabilities are more suited for spill regions, though a comprehensive evaluation of available options is necessary. Therefore, this study will evaluate model options in terms of technical capabilities, ease of use, licensing and cost consideration and industry adoptions. 

The selected model of the comprehensive evaluation process will then be used to develop a 1D-2D hydraulic model for a spill region in Etobicoke Creek. The 2D modeling region within Etobicoke Creek watershed encompasses urbanized portions of both Brampton and Mississauga. Land use within this area is primarily industrial and commercial, with several major transportation corridors, including Highways 407 and 410, traversing the watershed. Previous floodplain mapping has identified several floodplain spill areas, however, these spills have not yet been fully delineated or characterized. 

The project duration is 12 months, with the following key deliverables:

  • Modelling platform recommendation for 2D spill analysis;
  • Hydraulic model build;
  • Flood hazard and flood characterization mapping; 
  • Regulatory floodplain mapping product;
  • Technical Reports
